Being born as Chao, Chaos has a good heart and has a sincere attachment to family. Like a loving father, he is always there for his “children” (the Chao), guarding them and allowing only those who have long and persistently earned their trust to approach them.
However, Chaos is not kind. When his family was attacked and destroyed, Chaos didn’t just wipe out the offenders, he set out to destroy the entire world. Overwhelmed by anger and sadness, he almost caused the destruction of the world. Chaos’s fury was so great that a surge of energy lifted Angel Island into the air.
Fortunately, thanks to the efforts of Super Sonic, Chaos was finally able to see that today the Chao coexist peacefully with the humans, just as he wished. Chaos, whose pain and hatred had subsided, returned to Master Emerald to guard it from all possible dangers forever. Like a ghost, Chaos appears only at times of a great crisis.

A mutant of Chao. He has a high level of intelligence and outstanding abilities.
He is a mild-mannered individual who once used the power of the Seven Emeralds to keep the water around his altar pure and protected his charges from foreign enemies.
However, when Knuckles’ ancestors, the Knuckles Clan, attempted to rob the Chaos Emeralds and sacrificed Chaos’ comrades Chao, the enraged Chaos took the seven emeralds and transformed into Perfect Chaos and went berserk. He caused a great flood and tried to destroy the world.
Through Tikal’s prayer, Chaos was sealed inside the Master Emerald, along with his consciousness. The seven emeralds went missing and became known as the Chaos Emeralds, the stones that call forth chaos.

Chaos is weak without the Chaos Emeralds, so he is quite dependant on them.
Also, Chaos could’ve protect the Chao from Knuckles Clan if started to act earlier. Seems like he can leave the Master Emerald only when disaster is already happened (though he showed he can leave Master Emerald by his wish. It’s complicated).
Before the events of the games…
Chaos was the guardian of Master Emerald’s altar. Chaos lived there with a brood of Chao, whom he guarded and treated like their father. Soon, a clan of echidnas Knuckles settled next door to the altar and developed through attacks and looting. Tikal, a young clan girl, daughter of the Pachacamac, the leader of the clan, visited the altar. She was polite and peaceful, asking permission to approach, so Chaos trusted her. Since then, Tikal and Chaos have spent much time together. Chaos communicated with her through the water, relaying messages to her in a way only they both knew. Chaos explained some things to Tikal about the Master Emerald and the 7 small Emeralds around it. Tikal, who also knew some details about the Master Emerald from her family, supplemented her knowledge.
After a while, Knuckles Clan began planning an attack on the altar of Master Emerald. Tikal at first tried to change her father’s mind, but he remained relentless. Then Tikal tried to convince Chaos to run away with Chao, but Chaos said it was impossible. Then Tikal spoke to Pachacamac again, but this time he didn’t even listen to her.
And so, the Knuckles Clan attacked the altar. Tikal tried to stop the clan warriors and covered Chao with her own body, but even that didn’t stop Pachacamac. The clan warriors rushed to attack, severely wounding Tikal and killing Chao. In rage, hatred, and despair, Chaos burst out of Master Emerald and consumed Seven Emeralds. Perfect Chaos awakened.
The Knuckles Clan warriors fell without even realizing what had happened. A monstrous roar erupted across the world and a huge flood swept across the land. A nightmarish surge of energy lifted part of the land and the altar into the air. Destruction came to the world. The wounded Tikal forced herself to stand up. Trying to figure out how to stop the raging Chaos, Tikal began to recall her family’s prayers. Remembering one of them, Tikal was able to seal the raging Chaos inside the Master Emerald, and the Seven Emeralds spread throughout the world and became known as the Chaos Emeralds.
Sonic Adventure (1998)
Years later, Dr. Ivo Robotnik aka Eggman, learns of the existence of Chaos from ancient frescoes. Eggman destroys the Master Emerald and the God of Destruction breaks free. Sonic the Hedgehog, Miles “Tails” Prower and Knuckles the Echidna actively fight Eggman and Chaos, but Chaos outsmarts everyone, stealing the Chaos Emeralds and completely drains their negative energy, becoming Perfect Chaos.
Tikal appeared from the Master Emerald, where she sealed herself along with Chaos. Tikal offers to seal Chaos into a Master Emerald, as she already did years ago, but Sonic refuses. Sonic doesn’t believe it will help, because Chaos’ hatred and despair won’t go anywhere, it will only grow. Applying the positive energy of the Chaos Emeralds, Sonic becomes Super Sonic and wins the battle against Perfect Chaos. Tikal uses this to talk to the defeated. She showed Chaos that Chao lives in the modern world in large numbers, at peace with humans and with the others. Chaos calms down and his rage and sadness fade away. Tikal thanks the heroes and together with Chaos, they both went into Master Emerald to protect it and all Chao in the world forever.
